A weird series of crimes has occurred involving hats, frequently worn at this period, being stolen and mostly subsequently returned. The newspapers start to refer to the 'Mad Hatter' as the perpetrator. But then a body is found near Traitor's Gate at the Tower, with a stolen hat on his head.
